FCS Floor Control Server
The FCS (Floor Control Server) is a mission critical function, defined in TS 23.379, that manages floor control decisions during an MCPTT session, granting, denying, queuing or revoking a participant's permission to transmit, enforcing the priority and pre-emption rules configured for the group and call type.
