IOPS Isolated E-UTRAN Operation for Public Safety
IOPS (Isolated E-UTRAN Operation for Public Safety) is a mode, defined in 3GPP specifications including TS 23.401, that allows an eNB (Evolved Node B), or a small cluster of eNBs, to continue operating locally and provide mission critical services when backhaul to the wider EPC (Evolved Packet Core) is lost, hosting a local EPC function until wider connectivity is restored.
